Cheshire Planning Board
Hearing: March 13, 2019 7PM

Donna opened the Cheshire Planning Board additional monthly meeting at 6:00pm.
Tom reminded the board the reason for the meeting was to work on bylaws for Light Industrial Zones and to become eligible for the status of being a Green Community. Tom will review the progress made with Mr. Berry, the Coordinator of Green Communities.
Tom presented the board with a draft of SECTION 3. USE REGULATIONS. Each section was reviewed and determined if the Light Industrial should be: YES= Use permitted by-right; SPA= Use that may be authorized by special permit from the Zoning Board of Appeals in accordance with the provisions of Section 10.1 herein; SPP=Use which may be authorized by special permit from the Planning Board in accordance with the provisions of Section 10.1 herein; NO=Specifically excluded or prohibited use. (A copy is attached.) Definitions will be included where appropriate.
Also presented was an Amendment of Existing Bylaws . Amendment of existing bylaws to allow desirable agriculturally-related accessory uses by right or by special permit in various, and appropriate, zoning districts which will be added into the Regulations. (A copy is attached.)
Tom will incorporate this information where appropriate in the bylaw.
The Right to Farm Commission of Cheshire will be invited to an Informational Hearing when scheduled. Mark Warner is the Chairman of the Cheshire Right to Farm Commission and will be contacted.
Ed St. John IV noted that there are three (3) Criteria required to become a Green Community and they are being worked on. Zoning; Stretch Code; and a Fuel Efficiency Policy. Mr. Berry submitted to the BOS a Green Communities Designation Checklist which will assist in meeting all requirements for Green Community approval. Ed is working with all parties to be ready for the June 10th Annual Meeting.
Ed St. John IV also reported that MIIA has forwarded a list of all assets for an audit.
The March 25, 2019 CPB meeting will review the final copy of the bylaw. (7pm The Annex)
The process for submitting a new bylaw will be discussed with Town Clerk. All dates and documentation will be reviewed by Carole H., Donna Defino, Christine Emerson and
Town Administrator, Ed St. John IV.
