Board conducts the business session of the meeting by reviewing and approving weekly payroll and vendor warrants.

6:30PM Carol opens the regular portion of the meeting.
       Carol read the minutes and made a motion to accept the Board’s March 19, 2019 meeting minutes. Robert was absent and could not vote.

6:00PM    Carol motioned to go into Executive Session for the purpose of:  “To consider the purchase, exchange, lease or value of real estate, if the chair declares that an open meeting may have a detrimental effect on the negotiating position of the public body.”
Robert seconded the motion.  A unanimous vote was taken.

Highway Superintendent, Blair Crane:  Weekly report submitted for:  3/20/19-3/26/19.
- Rain/Ice/Snow Thursday night through Friday night into Saturday morning.  45 snow/ice events     to date.  First event was November 15, 2018.  33 events last year.
- Repairing potholes on Route 116 on Monday, Tuesday, and Wednesday.
- Graded Lakeshore and Horns Beach Roads yesterday.
- Richmond Hill graded on the top end and is open to traffic. Jenks Road graded and opened today to through traffic.
- Stewart White Road to be graded Wednesday and will be reopened to through traffic.
Carol: Requested a sign be installed on Prospect Street. Blair recommended the appointment of Jason Hollerich as the Foreman for the Cheshire Highway Department.
Carol: Motioned to appoint Jason Hollerich as the Forman position to the Cheshire Highway Department; seconded by Robert.  A unanimous vote was taken.

Town Administrator, Ed St. John IV:  Weekly report submitted for March 26, 2019.
- Checked out the LED street light conversion project in Dalton and possible grant awards.  Ed noted that it was the Green Communities grant money that was expended.    
- Attended a Council on Aging meeting on March 20th and discussed the Nissan Rogue automobile that is being used to transport residents to Albany, Boston, and Rhode Island for medical appointments.  Most of the drivers are volunteers with nine (9) drivers out of the fifteen being from Cheshire.
- Working with Blair to put together a plan for infrastructure improvement.
- The meeting scheduled with DOT representatives regarding Route 116 was postponed due to a request on their side.  The next meeting will be on April 2.
- Working on policies for internal efficiencies.  Ed is interested in improving general operations with putting some simple policies in place.
- May be out this week due to a prior commitment.

Carol:
- There will be a Finance Committee meeting on April 16th at the end of the BOS meeting.

Cheshire Planning Board, Donna Defino, Chairman
1. Recommended to the BOS the following two articles that the Cheshire Planning Board has     approved at their Monday, March 26, 2019 monthly meeting: “To see if the town will vote to adopt a proposed zoning amendment to the Town of Cheshire Protective and Planning Zoning Bylaw for the purpose of creating a light industrial district.  The new light industrial district would be used for the manufacturer or assembly of a product including processing, blending, fabrication, assembly, treatment and packaging and qualifies the Town of Cheshire to enter the Green Communities program, while being sensitive to adjacent properties.”

2. To see if the town will vote to adopt proposed zoning amendments to the Town of Cheshire Protective and Planning Zoning Bylaw for the purpose of allowing certain accessory agricultural uses.  The purpose of this article is to allow certain accessory agricultural uses to provide additional economic opportunities for farmers.” A Public Hearing will take place on Monday, April 22, 2019 at 7PM at the Cheshire Community Center.
- Residents can view the proposed bylaws at the Town Clerks office during regular business hours. Additionally, the documents can be viewed on line at the Cheshire website. After a discussion period, Carol motioned to accept the two bylaws to be placed on the warrant;seconded by Robert.  A unanimous vote was taken.

Town Clerk, Christine Emerson:  continued
- April 3rd, last day to withdraw nomination papers.
- April 17th, last day to register to vote in the Annual Election.
- May 6th, Monday, Cheshire Annual Election.  Polls open at 9:00AM to 7:00PM.
- June 10th, Monday, Cheshire Annual Town Meeting.
- Town Administrator will be holding two informational meetings on Thursday, May 23 for the proposed bylaws and Thursday, May 30th for the budget.  7:00PM - Cheshire School

Cheshire Police Chief, Tim Garner:  Weekly report submitted.
-  A Resignation Letter was received and accepted by the BOS from Nicholas R. Sorrell, part-time Cheshire Police Officer.  Mr. Sorrell has accepted a full time position.

Mail and Correspondence:
- EverSource Energy scheduled vegetation maintenance work on transmission right-of-way areas.
- Copy of Adams-Cheshire Regional School District approval of the Amended Regional Agreement.    

With all business finalized, Carol motioned to adjourn the meeting at 7:40PM and to go into     Executive Session; seconded by     Robert.  A unanimous vote was taken. Reason:  ““To consider the purchase, exchange, lease or value of real estate, if the chair declares that an open             meeting may have a detrimental effect on the negotiating position of the public body.”
